Overwatch is a sniper rifle with a built-in silencer, no mod. Reward for the Panam story arc. This has been making me nuts. Sniping is super fun in most games, but in this enemies know where you are instantly as soon as you fire. Do not like. I havent found one, i think you have to use pistols.
